Aarion Franklin, Ph.D., AICP is an accomplished transportation planner with experience in transit planning, asset management, and long-range planning. He is an associate vice president with Michael Baker International and currently manages their Florida planning practice. Dr. Franklin spent 20 years with the Maryland Department of Transportation prior to becoming an consultant, working on planning projects within three of its business units. He has developed multiple strategic plans and business plans for public agencies, transit development plans, asset management plans, mobility studies, and conducted business case analyses for several large urban transit administrations. Dr. Franklin has a certificate in asset management from the Institute of Asset Management and has managed transit asset management studies for four state departments of transportation, and four tier 1 transit agencies. In 2019, Mr. Franklin published Public Sector Employees' Experiences Executing Strategic Management in a Political Environment which outlines challenges and successes of government agencies’ strategic planning efforts. In 2022 he served as the principal investigator for TCRP 170 Inclusive Public Participation in Transit Decision Making, and he is currently serving on NCHRP Panel 23-45 A Knowledge Management Manual for Transportation Agencies.
